Seth recently set up the cvs modules file so libbackground would be included
in the Nautilus source tree. But he hasn't followed up and changed Nautilus
to use it, nor am I confident that would be the best way to handle the
desktop background synchronization with the control center.

You have to talk to Seth if you want to understand libbackground; I know
little beyond the name.

Beyond that, I can point you at the file src/nautilus-desktop-window.c,
which has some of the relevant code.
