With ln you can do that by creating a new link with the same name using
the -f option. Not essential for a graphical shell.
Why do you think it is not useful to fix a broken link in a graphical
shell if it is useful in a terminal?
Of course it is useful if you move a folder away for example, to just
point the link to the new location instead of deleting and recreating
it. Many times you have a custom icon or emblems set for those, and
those will get discarded if you need to recreate the link. I guess this
could be a button in the properties dialog that opens a file selector.

Of course adding the functionality to the button is the harder part.
