Thats strange. On my box i have:

alex greebo /tmp $ ls -l /proc/scsi/sg/device_strs
-r--r--r--    1 root     root            0 Aug 29 09:46
/proc/scsi/sg/device_strs
alex greebo /tmp $ ls -ld /proc/sys/
dr-xr-xr-x   11 root     root            0 Aug 29 09:46 /proc/sys//

uucp seems very wrong group for these files, and i have no idea why
/proc/sys is unreadable for non-root on your machine.
