This is due to a core problem in the design of X11. There is no way to
get an event when the owner of a selection changes. The fix for this is
in the Xfixes extension. This extension was added in 4.3.0, but was
backed out at the last minute. Hopefully in the future it will be in
again...
The workaround is to select a file in the other window. That should give
you the paste menu entry.
