It's not clear to me how I would set a folder specific background. Change
Background is not in the context menu then.
I personally do not see the use of being able to set the background of
every folder. Are many people using this feature?
So in my opinion it's better to leave it completely out for non desktop
folders.
If you do not agree, I can also change the patch such that it only hides
the item, or that it just removes it from the desktop menu
