The closest you will get to a dynamic gui today is mozilla's XUL but
Gnome does not use XUL yet. For the fancy animations, opengl shading and
lighting effects you would have to wait for a next generation XUL
implementation. Whether Gnome and Mozilla will collaborate on doing that
I dont know (there have been talks between the two) but it would be
nice.
