What about having a panel applet much like the new trash applet that
when clicked would show the list of all currently open windows (and
maybe the bookmarks as well?) When you drag something to it, the menu
opens, and you can then drop the file into any of the currently open
windows, or into a predefined location.

If it could be added into the normal window list,  that in of itself
would be cool. drag and drop a file to any running application.
