Reg: Bug 145060 - the start_with_toolbar option

I've taken a quick look through the nautilus source code and while this
option does appear in the gconf schemas, it is not actually linked up
anywhere. Would the correct course of action be to:
1) implement the functionality
2) remove the gconf option
