Yeah, unfortunately you are right, it does not work by dragging to the info sidebar bu they work from the properties->emblems page, or by dragging them to the desktop icon (from the emblems sidebar, or the backgrounds and emblems window). 
I'll dig a little further, maybe we can get rid of this one after all
