In menu Edit/Backgrounds and Emblems select emblems. In the bottom there
is button - add new emblem. Be sure that you have quite recent
nautilus. 

If you are looking to script support for doing this you can just copy
images to .icons/gnome/48x48/emblems or another similar location.
