I'm experiencing exactly the same problem, and I know at least 3 other
people who also do. This is really annoying, because e.g. I have no
access to save / open dialog in certain applications.

I had to do Ctrl+C to stop it :( It happens on many computers (I am
net Administrator) wich I tested. Different CPU's and all other stuff.
And it also affects 2.18 version :(
