This depends on your browser or download manager. Some writeout the
entire file at the beginning of the download process and slowly fill it
with meaningful data, while others start with an empty file, and
constantly append data to the end of the file until it is at 100%.

Are you sure? I don't think it's possible to write 700MBs of (random)
data within a second or less to the harddisk (which is also
crypted...). By the way, even GNOME tools like Transmission would
create their files this way...
