Creating VPN plugin using dbus interface

I found that in org.freedesktop.NetworkManager.VPN.Plugin in
Connect/NeedsSecrets connections are described by a{sa{sv}}. I
understend why a{sv} as it 'logically' map between setting name and
value - but why additional a{s...}? 

Especially that for example in QT it is described as QMap<QString,
QString>&.
