Are you installing from source?

If so you should run apt-get build-dep networkmanager to get most of the required dependencies to build

For gudev its likely complaining that it doesnt have the dev package.

installed software in a non-standard prefix.

Alternatively, you may set the environment variables GUDEV_CFLAGS
and GUDEV_LIBS to avoid the need to call pkg-config.
