Orca web page fixed for IE users

A member of our community pointed out to me that I blew it with
respect to <http://www.gnome.org/projects/orca/> working with
Internet Explorer. I'm not really an IE user, but I can grudgingly
play one when needed. :-)
I hacked a little bit and <http://www.gnome.org/projects/orca/>
should be working now for at least Safari, Firefox, and IE.
