I'm not qualified to help you with Speech Dispatcher configuration 
problems, but I'm curious if the "Quick note on Speech on Ubuntu Gutsy" 
section of http://live.gnome.org/Orca/Speech can help you with your 
eSpeak and gnome-speech woes.
