Sure, but you don't need an attorney. In fact, that's not the best way
to start--though it may be where things end up. I suggest you start on
the government's Sec. 508 web site:

In particular you should look at their page: "508 and You" at:

http://www.section508.gov/index.cfm?FuseAction=Content&ID=58

This page links to contact info for Sec. 508 officers in the various
Federal agencies, including IRS. You should contact the person at IRS
responsible for Sec. 508 and lay out what you ran into. Also be sure to
ask about their policy on captchas.

I would do this all in email so that there will be a written record.
Where you might need to go next will, of course, depend on the response
you get.
