It seems that different people prefer different TTS systems.

That depends on your OS distro.
Festival is in the Debian and Ubuntu repositories, and probably most
others.
Alternatively, a Google search for "Festival TTS" gives:

which is the Festival homepage, which includes a "Download" link to the
Festival source code, which you will need to compile.
