[orca-list] installing packages from the command line

when installing packages from the command line using apt-get 
install followed by the package name, how do you accept a licence 
agreement if a licence agreement mesage pops up?
i have tried to install packages and sometimes you might get a 
community or restricted licence and if you just press enter it 
just goes round in circles and orca says the same messages asking 
you if you want to install such and such and it beginns 
downloading again and you get the same licence messages show up 
in the terminal window.
it seems like you can only review the licence agreement in the 
terminal, there seems to be no button to accept and just continue 
installing your packages.
can anyone possibly tell me how to continue installing a package 
from the command line when one of these licenceing messages 
appears because for example it appears when you try to  install 
the ubuntu-restricted- extras package and if you try to install 
it from the add-remove packages menu it appears to crash halfway 
through the download.
