Setting appearance to "Normal" ends up replacing the metacity window
manager with compiz. The window manager is the thing that allows you to
move between windows using Alt+Tab and also to get to the top/bottom
panels and desktop using Ctrl+Alt+Tab.
To put it frankly - compiz is broken for a11y. I'd suggest using the
"None" option to get you back to metacity until the compiz folks fix the
problems. Here's the bugs for the Alt+Tab problem. The first is an
Orca bug we use to track the compiz bugs -- adding comments to it will
be preaching to the choir. Please feel free to add comments and urges
to the opencompositing bugs, though:

The Ctrl+Alt+Tab problem might be fixed -- I couldn't find a bug. I
continually hear people complain about compiz and Ctrl+Alt+Tab, however,
so I suspect there's either a trick one needs to know to enable it or
it's still broken.

allowed for greater usability. However, when I enabled this, Orca (Orca
2.24) would not read when I ALT + TAB between applications. Is this
