[orca-list] Orca is not showing the global settings correctly when there are locales

Hi all,
To reproduce try the following steps:
1. Launch gedit.

2. press orcaKey+ctrl+space, change punctuation to none and click in the 
ok button.

3. press orcaKey+space.

4. change punctuation to all and click the ok button.

5. press orcaKey+space again and verify the value of the punctuation.
At least for me it is presented as none.

Anyone can confirm?
