[orca-list] is it possible contro orca behavior via a script

Hi all.
Is it possible to send commands to orca via a script?
I have a friend that would like turn speech of while some programs are 
executed and turn speech on after execution finish.

He could stop orca using the -q option and start orca after the 
executions but he wouldn't like to hear the welcome message.
Any suggestions?
