I believe Gnome Classic uses Gnome Panel here to attempt a Gnome 2.x
look and feel. It was working fine with Orca the last time I checked.
This is only a guess on my part, but it sounds to me like accessibility
didn't get enabled for the desktop for some reason. I haven't had access
break this badly on my own machines running Ubuntu 12 so I'm inclined to
think this is a configuration issue unless others discover similar
problems with the latest builds.
