I found the Start menu is reasonably
accessible if you set it to classic. You hit alt f1 and then the
menu key on your keyboard if memory serves, and it will be an
option. After you set it to classic, you should be able to use it
with little to no difficulty.

And make sure that you have the qt-at-spi package installed. I'd be interested how far you get. Currently the start menu and panel are not very accessible since nobody dared tackling that task so far. There is a nifty utility "KRunner" which can be launched by pressing Alt-F2.
