This to me looks like a case where you don't have speech-dispatcher
installed so it attempted to fall back on the emacspeak support which is
not maintained. But in a fortunate coincidence, Dmitri Paduchikh found
the bug you did in the emacspeak support for Orca. I have just committed
his patch to master. That won't help you for a shipping 3.2.1, but his
patch is attached to the bug he filed -- and should still apply since
the emacspeak support hadn't been touched in years. See:
