Most likelly something strange is going on here.
I have tried to do exactly what you are describing and I seem to be 
unable to reproduce your issue.
I have never touched profile specific settings. While trying to 
reproduce I did exactly what you are describing and nothing more:
- moved ~/.local/share/orca to ~/.local/share/orca.bak
- Disabled orca by pressing alt+super+s,
- Enabled orca by pressing alt+super+s
- Pressed orca+space bar, changed keyboard layout from desktop to laptop 
on the general tab of the screen reader preferences window, tabbed to OK 
button and activated by pressing the enter key. I should emphasize that 
I did not touch other controls in the screen reader preferences window.
- Pressed capslock+space to open the screen reader preferences window 
again and this time I have found report time entry in the list on the 
keyboard shortcut tab of the screen reader preferences window, navigated 
to the shortcut column, pressed spacebar to edit the corresponding cell, 
pressed capslock+r to enter a new keyboard command, confirmed the choice 
by pressing the enter key, tabbed and activated the ok button.
- After the screen reader preferences window disapeared I was able to 
press capslock+r to get the current time reported.

I have tried to give as much details as I can so we can identify 
possible differences.
