[orca-list] Do I need festival to use embrola and other voices?

Dear all,
I wish to try using other good voices such as those found in embrola or 
if some one could suggest more free voices.
So do I need to install Festival for This?
and what all I will need to do?
Can some one send me on or off list step by step instructions on what 
all I must install and configurations to make if any?
