It's possible that characters are being echoed from the server, so the first
report comes from Orca's key echo, and the second from characters as they
appear in the terminal after being returned by the server.
Try turning off key echo in Orca. If individual characters are still
announced, it's probably due to a "round trip" to the server, as in a telnet
or ssh connection, which might well be what your client software is doing.
