I guess that might be the following GTK bug Samuel has recently submitted a fix for. However it's still pending review by the GTK maintainers. Here is the url to the report: https://gitlab.gnome.org/GNOME/gtk/issues/85

Thanks Samuel, that gets the chatter back within acceptable limits. I
should have pointed out this also happens with volume control keys on
the keyboard, presumably these are selecting/activating gnome controls
which gnome and orca think I need to know about.
