[orca-list] List of icons in the Gnome Settings no longer keyboard accessible

Hello,

Have you noticed it is no longer possible to focus individual icons such 
as Wifi, Bluetooth, Background ... in the gnome control center app aka 
Settings since Gnome 3.28?
When one of these icons is clicked with the mouse or mouse click is 
emulated via orca functionality navigating to the near by icons is 
possible. However first any of the icons has to be clicked in order to 
allow further keyboard access.
