I use arch linux without issues regarding save preferences.

In the list where the problem was reported there are two users with the same problem.

I can not help because i don't have ubuntu installed.

Orca does not save the preferences.

He saves the preferences, presses the ok button to save and the orca behaves as if the preferences were changed.

However, when he restarts orca the changes are lost.

He is running orca 3.26.
