Hello,
espeak-ng provides only one voice by language (and in some cases
a distinct one per geographic area). The are all listed here:

Legacy espeak provides less voices.
At least there is a Czech voice, listed as cs, family West Slavic) ;)
Also, mbrola provides two Czech voices.

Raise the Orca Screen Reader Preferences GUI pressing <Orca> + <space>
then in the Voices tab select the Speech synthesizer.
Assuming it is espeak-ng, you can choice among available languages in the
Person drop-down list.
The same apply for other speech synthesizers, I assume.
