[orca-list] Mouse review: On Caja, when opening menu Orca reads the content of window, not the menu

Hello all,

Environment:
- Orca master
- Debian Sid
- Caja 1.20.2

Steps to reproduce:
1) Open a caja window
2) Open the File menu with the mouse
3) Move the mouse on the first item of the file menu called "New Tab"

Result: Orca says "back push button grayed" (the button behind the menu)

Expected result: Orca should say "New Tab Ctrl+T"
