[orca-list] Orca switches between browse and focus mode when moving between radio buttons

Hello all,

Environment:
- Debian Sid
- Firefox 61 with e10s or Firefox ESR 52.9 without e10s
- Orca master

Steps to reproduce:
1) Open https://www.oui.sncf/
2) Press r to go to the next radio button "Aller simple"
3) Toggle focus mode
4) Press down arrow to select "Aller retour"

Result: Orca selects the radio button but switches to browse mode

Extracted result: Orca should stay in focus mode in this case
