In theory it doesn't make much of a difference. However, there are clients that want pure custom designs without frameworks and libraries. Everything must be developed in-house. Some clients also need certain elements positioned a certain distance from the top left corner of a bootstrap grid layout cell. For example: a heading on a page might need to be placed 50px from the top and 150px from the left edges of a bootstrap col-md-8 grid cell. In a percentage value, this heading needs to be 5% from the top and 10% from the left edges of the same bootstrap col-md-8 grid cell. Anything to make our job easier. A screen reader should provide as much screen access options as possible, and Orca has done well on this point.

These things are done using column layout and percentage matters more
than pixel i guess.
