I also can't reproduce this with Thunderbird daily on Debian 9 "Stretch".

creating or editing a filter.
That said, if you Tab to move to a button and then use Enter or Space to
activate that button, you are using zero Orca commands. The flat review
click is a fallback for interfaces which are not keyboard accessible. So
if Tab works to give the button focus and Enter and Space do nothing to
the focused button, you have a non-accessibility bug to report.
