Ok,I can reliably reproduce this in MATE. Not sure why that would make a
difference or what they might be doing (or failing to do) that
gnome-shell is doing (or failing to do). Nonetheless, will file an issue.

That said, it looks like we do get these events after you Alt+Tab out
and back into Chrome. So the question is: Why are the events as well as
the expected active state missing?
I'll set up MATE on my laptop to see if that makes it possible for me to
reproduce the problem. Is there any chance that you can try this in
gnome-shell?
