Your pitch isn't changing because of the absence of an espeak-ng
configuration in speech-dispatcher, but because your default speech
synthesizer is set as espeak instead of espeak-ng. Setting espeak-ng as
the speech synthesizer in Orca's preferences fixed that here. You may
also need to copy your Orca settings to lightdm's home folder if the
problem persists when you're trying to log in.
sudo cp -R .local/share/orca /var/lib/lightdm/.local/share
should do that for you, although you may also need to
sudo chown -R lightdm:lightdm /var/lib/lightdm/.local/share/orca
