[orca-list] caps_lock+f1 in vscode

Hi all.
In VSCode, when activating the help mode and pressing caps_lock+f1, the
orca informs that this key is used to review the live region announcement.
However, when I exit help mode and press caps_lock+f1 a vscode command
is executed.
It seems the same happens when I'm composing a message in thunderbird.
If I press caps_lock+f1 the TB help is displayed.
