[Planner Dev] Is Bug #129149 Still Free?

Hello Planner Developers,

I am a software engineer who is a long time user of Linux and Gnome. I
would like to start contributing some development time to your wonderful
Planner program. I saw that bug #129149 is described as a good way to
get familiar with the Planner code. I would like to implement the fix
for this bug if it is still free. Can I claim this bug as my own?
