[Planner Dev] Planner win32, Planner cygwin

Well, there is good news, bad news and no-news...

Good news is that I have almost working version of native win32 planner. 
Bad news is that it hangs up somewhere and debugging is PITA since 
cygwin GDB doesn't work well.

Another "good" news is that 2.6 gnome is now getting packages 
contributed in main net installation of Cygwin. That means in somepoint 
(there is still problems with GConf locking... =) there can exists 
Cygwin version of Planner too.

Lately I've been too busy of doing other things so Planner has got very 
very little time to development, but I think that last week of my summer 
vacation I have time to finnish outstanding issues and get planner up 
and running in native win32 environment. I hope that it would be major 
booster for planner developement and of course user base.
