dasher release for upcoming GNOME release

Hi,

For clarification, I have released both dasher-3.99.2 and
dasher-3.99.3.  The latter only contains a fix in the win32 build
system, so I didn't announce it on GNOME lists at all.  Doesn't
really matter which one is used...
