Freeze break request for the keyboard capplet

Hey,

the new sound capplet in gnome-media doesn't have the 'visible bell'
controls anymore that the
old one had. The general agreement between the gnome-media maintainers
and the a11y team
seems to be that this is better off in the a11y UI, anyway.

I put a patch to do that in http://bugzilla.gnome.org/show_bug.cgi?id=564998

(the screenshot in that bug doesn't reflect the final strings)

It adds a section to the "Audio Feedback" dialog on the a11y tab of
the keyboard capplet,
totalling 4 new strings, two of which come from the old "System Bell"
tab in older releases.
