Second UI freeze break request for Epiphany

Hi,

For 3.20 we added a new initial state page, so you don't get a
confusing completely blank page when opening Epiphany for the first
time.

In https://bugzilla.gnome.org/show_bug.cgi?id=762812 I redesign this
page to make it look more GNOME-ey. I attached before/after screenshots
to this bug. I'd like to push this for 3.20, ideally before tomorrow's
release and string freeze.

(Note that Carlos found a preexisting issue to fix in that bug, which
does not require any freeze break request; I'll probably deal with it
later.)
