You probably need a package called libxine-dev, xine-dev or some such.
It is usually the case on RPM based systems for the non-'dev' package
contains the runtime libraries, but the 'dev' package is needed to link
to said libraries.  Is there a reason you're choosing xine over
GStreamer?
