[Rhythmbox-devel] add option to NOT monitor changes in library

i have a small comment and idea for fix.

it takes a long time to check my library when starting rb since i have  
+90gb of music on usb harddrive.

id like the option for "manually added" folders (ie. the music which  
is not in library_location) NOT to be checked for changes.

similar to the option to NOT check the "library_location" for changes  
(this option is in preferences)...

it takes roughly twenty seconds for the files to be scanned and i  
never make changes to this library. i believe in being severe with  
adding options but this seems like a justifiable addition to me (one  
tick-box is all i ask)...

the effect if this tickbox would be ticked would be like in the old  
days - to have all songs shown added. and when the sources are not  
present the songs would be silently skipped...

thanks for all the good work. i cant believe how much rb has moved in  
the last year. and i DO really think the automatic monitoring of  
library is awesome in general (but let us have the option of disabling  
it)...
