Which means the mp3 encoder would need to choose the character encoding. Check out MusicBrainz, it has these options and much more features.
Rhythmbox should be able to support all encodings, if they are done correctly. If you thing your files are correct, but they dont display correctly, you can file a bug.

Well, the ID3v2 specification only has 3 supported charsets, iso8859-1, UTF-16 and UTF-8 (new in ID3v2.4). And there's a flag before each string specifying its encoding. So on proper ID3 files, the encoding is known.
