I don't know anything about the gnome panel, but if it supports in any
way the XEMBED stuff you can give the pager function a window id, which
it should use for docking.

I'm using my very little environment called GEX
http://www.informatik.uni-bremen.de/~crunchy/projects/gex.html.

The panel of this environment (gxpanel) docks its plugins by using the
XEMBED stuff. It's very simple, but it works. In the package is an
example configuration file for docking the sawfish pager.
