How to add default keybindings for tabs?

More precisely - in which part of the code (and how) sawfish is
configuring its default keybindings for window decorations. The point
is to add default keybindings for tabs instead of requiring users to
configure that.

But of course if the user reconfigures them to be different - it
should not be overwritten, just like it works with other default
keybindings.
