configure: error: can not locate gtk+

Configuring rep-gtk from git on Fedora 13 ends with this error:
checking for GTK... no
configure: error: can not locate gtk+
AFAIK all proper packages should be available:
> rpm -qa gtk\* | grep -w devel
gtk+-devel-1.2.10-70.fc13.i686
gtk2-devel-2.20.1-1.fc13.i686
Is there something I miss?
